In the city of Khabarovsk in Russia’s Far East is a village on an island. When the area was hit by floods in 2013 it was completely submerged. The houses were declared unfit for habitation and the inhabitants were given apartments on the mainland. But several dozen villagers decided to stay on the island, to which there is no road and no access for medical services. A Takie Dela correspondent found out why the authorities will not build a road, and why these people are not moving to the mainland.
